Carl Phelps for
State Representative
District 14
Retired U.S. Army Special Forces Captain Carl Phelps will be running for the 14th House Representative District. Phelps, a Republican, will be running in the upcoming election against Democrat Peter Schwartzkopf, who has held this seat since 2003.
When asked about his motivation to run, Phelps cited a need to better protect the interests of Sussex County residents and small businesses. “Sussex County, and District 14 have become subservient to the Wilmington and New Castle County agenda. The one-party rule continues to ruin the small businesses in District 14. I decided it was time for someone to stand up for both home and business owners and make District 14 the states leading district in the state, not just a district in lower Delaware.
I served the nation in the armed forces for over 25 years, continuing to work for our veterans with the Veterans Administration. I currently volunteer with the Lewes VFC, work as an umpire for local softball leagues, and referee local football games. Now I want to continue serving the citizens of District 14 and Delaware. I bring a wealth of expertise to the district, and will certainly be an asset to District 14 and Sussex County. During my military career, I flew helicopters and taught emergency medicine in areas lacking doctors. I used this experience at the R. Adams Crowley Shock Trauma Center, University of Maryland Hospital in Baltimore.
After retirement I joined the Pikesville Volunteer Fire Company as a Fire Fighter and EMT while also working full time for the VA as a program manager for their Electronic Health Record Program. Esther and I moved to Lewes in 2014, where I immediately joined the Lewes Volunteer Fire Company. I am looking forward to challenging the status quo and becoming a voice for Southern Delaware and provide fresh ideas and bring life back to our area.
